Dibrugarh, June 3: The Centre has begun installing border fencing along the India-Myanmar border in eastern Arunachal Pradesh in a major push to curb insurgency in the Tirap, Changlang and Longding (TCL) districts, long considered among the most militancy-affected regions in the Northeast.

The TCL districts share an international border with Myanmar and have for decades remained vulnerable to insurgent activities, with militant groups frequently using jungle routes to cross into Indian territory from camps based across the border.

Myanmar shares a 1,643-km border with India through Arunachal Pradesh, Mizoram, Manipur and Nagaland. Arunachal Pradesh accounts for the longest stretch at 520 km, followed by Mizoram (510 km), Manipur (398 km) and Nagaland (215 km).

“Eastern Arunachal Pradesh has remained highly sensitive because of its long and porous border with Myanmar. The TCL region has long been affected by insurgency, with extortion and kidnappings posing serious challenges. Businessmen in the area have often been forced to pay money to insurgent groups,” a source said.

The fencing work is being carried out by the Border Roads Organisation (BRO), while security forces are maintaining strict vigil and providing protection to personnel engaged in the project.

“The work in the Pangsau Pass area of Changlang district, which began in November last year, is continuing despite threats from militant outfits active in the region and difficult weather conditions,” an official said.

For the entire India-Myanmar border fencing project, the Centre has sanctioned ₹31,000 crore and directed agencies to complete the work at the earliest.

Officials said the ambitious project has unsettled insurgent groups operating in the TCL region, as the fencing is expected to disrupt their movement, supply routes and extortion networks.

“Militant outfits active in the region are unhappy because once the fencing is completed, their access routes and supply lines will be severely affected. It will also make it difficult for them to continue extortion activities,” an official said.
