RCK Partners expands Irish offering with Phil Hogan partnership

A consultancy led by former Fine Gael minister Phil Hogan has entered into partnership with RCK Partners. The tax and advisory firm will expand its services across Ireland with the help of Hogan Consulting.

Hogan commented, “I’m pleased to be working with RCK Partners as they grow their operations in Ireland. R&D tax credits can play an important role in supporting Irish businesses to thrive, but navigating the system can be complex. By working together, we can help more companies understand what support is available to them and contribute to a strong and sustainable Irish business ecosystem.”

Bringing extensive experience from public service at both national and European level, Hogan entered politics with his election to Kilkenny County Council in 1982. Over the coming decades, he would ascend to hold several senior government roles, including minister of state at the department of finance, and minister for the environment, community and local government. At EU level, he was also appointed European commissioner for agriculture and rural development, before serving as commissioner for trade between 2019 and 2020.

Since exiting politics, he launched Hogan Consulting, to support more companies in accessing R&D tax incentives. Amid renewed focus on Ireland’s R&D tax credit regime, following the publication of the government’s ‘Research and Development Tax Credit and Innovation Compass’, Hogan Consulting will now strengthen RCK Partners’ understanding of the Irish market and enhance RCK’s ability to support innovative companies undertaking research and technological development within Ireland.

Looking ahead, Hogan will also provide strategic advice to RCK on the Irish market as the firm continues to expand its footprint in Ireland, while expanding its on-the-ground team this year.

Sophie Spells, group CEO at RCK Partners, added, “Ireland has a strong and growing innovation economy, and we see significant opportunity to support businesses that are investing in research and development within the region. Working with Hogan Consulting enables us to deepen our understanding of the Irish market. Phil’s insight and long-standing advocacy for Irish business will be invaluable as we continue to expand our presence in Ireland.”

RCK Partners is not the only firm to be expanding its Irish presence with the help of former government ministers. Late in 2025, healthcare consultancy CF announced that Stephen Donnelly, a former health minister for Ireland, had joined the firm.
