In view of the evolving geopolitical situation in West Asia and its continuing impact on maritime logistics across West Asia and adjoining regions, the government has expanded the list of eligible destinations under the time-bound intervention RELIEF (Resilience & Logistics Intervention for Export Facilitation) under the Export Promotion Mission (EPM).
With this expansion, Egypt and Jordan have been added to the list of eligible countries for shipments meant for delivery or transhipment, under the relevant provisions of the RELIEF framework.
Till today, the intervention covered consignments destined for the United Arab Emirates, Saudi Arabia, Kuwait, Israel, Qatar, Oman, Bahrain, Iraq, Iran, and Yemen.
Launched on 19 March 2026 as a targeted intervention to support Indian exporters affected by extraordinary freight escalation, heightened insurance premia, and war-related export risks arising from disruptions in the Gulf and wider West Asia maritime corridor, RELIEF aims to provide calibrated support across the export cycle, including for shipments already undertaken during the disruption period as well as prospective exports.
The RELIEF intervention, now extended to 12 countries, comprises the following three complementary components for goods meant for delivery or for transhipment:
- Exporters who have already obtained ECGC credit insurance cover for eligible consignments will benefit from up to 100% risk coverage, over and above the existing ECGC cover, during the eligible period (14 February 2026 till 15 March 2026), ensuring enhanced protection without additional financial burden.
- Exporters planning upcoming consignments during the next three months (16 March to 15 June 2026) will be encouraged to obtain ECGC cover with government support for up to 95% risk coverage, over and above the existing ECGC cover, which will help sustain exporter confidence and facilitate continued shipment flows despite logistics uncertainties.
- In recognition of the fact that some MSME exporters may not have availed credit insurance (from 14 February to 15 March 2026) but are facing extraordinary freight and insurance surcharge burdens, RELIEF includes a partial reimbursement (up to 50%) mechanism for eligible non-ECGC-insured MSME exporters. The support will be extended subject to prescribed conditions, documentary verification, and notified ceilings (up to ₹50 lakhs per exporter), and is intended to provide timely relief against conflict-related logistics cost escalation.
RELIEF is being implemented through ECGC as the nodal agency and includes support for insured exporters, facilitation of insurance cover for upcoming shipments, and reimbursement assistance for eligible MSME exporters facing extraordinary freight and insurance surcharge burdens.
