
London-based economics consultancy firm Volterra has promoted Luke Thurley to partner. He is promoted following close to a decade of service, during which time he has helped expand the strategy offering.
Founded in 1998, Volterra is an award-winning economics consultancy, providing advisory solutions across a wide range of sectors. The firm’s 30 consultants provide economic expertise in areas including transport, health, and city development.
Thurley joined the London-based firm eight years ago, after completing a master’s degree in economics. According to a statement from Volterra, his progression to partner reflects a period of “consistently excellent work, genuine commitment to the firm, and standards that have quietly raised the bar for everyone around him.”
Thurley commented via LinkedIn, “I’ve often been told that, as a millennial, I should expect several career changes and a few reinventions along the way. So it feels slightly at odds with that narrative, but a real privilege, to be able to say that I’ve been made partner at Volterra… A big part of what has made me want to build my career here is the people. Volterra has a culture built on trust and flexibility, with a highly talented, inclusive and good-humoured team. I’ve also been very lucky in the support I’ve had around me. The current partners have played a huge role in my development, giving me opportunities, backing me and helping me grow.”
During his spell with Volterra, Thurley has contributed to many of the UK’s most high-profile development and infrastructure projects, developing deep expertise across sectors, from rail freight and ports to social policy and estate regeneration. In recent years, he has also led and grown the firm’s strategy and appraisal practice, building it into one of the firm’s core strengths.
Speaking on that work, Thurley added, “I’ve had the chance to work on some of the UK’s most interesting development, infrastructure and policy projects, while building a niche understanding of sectors ranging from ports and rail freight, to estate regenerations, social policy and active travel interventions. I’ve also had the opportunity to get to know a wide range of fascinating places across the UK, each with their own challenges to tackle and opportunities to harness.”
